Indonesia’s game rating board, the Indonesian Game Rating System (IGRS), is facing serious allegations after a leak reportedly left private submission materials accessible to the public. The issue involves gameplay footage from several unreleased titles as well as thousands of developer email addresses.
The problem was first flagged by a Reddit user who was building an alternative frontend for the IGRS website, which he found to be slow. While working on this, he claims to have come across hidden data that was not meant to be publicly visible, including developer information and game content that had been privately submitted for rating purposes.

According to Gamerwk, the leak reportedly exposed around 1,000 developer email addresses, including those from major studios and HoYoverse. More significantly, private gameplay footage from games that have not yet been released was also found to be accessible.
Game developers typically submit content to rating boards, such as clips involving violence, strong language, or nudity, to help classify their games. This content is intended to stay private between the developer and the rating body. Among the titles affected is IO Interactive’s 007: First Light, with over an hour of footage reportedly circulating online. This includes what appears to be the ending of the game, which is currently set for a May 27 release.

Toge Productions CEO, Kris Antoni also criticized the weaknesses inthe IGRS security system. He noted that not only was the classification system problematic, but also that data protection was deemed inadequate, potentially opening up opportunities for sensitive content to be leaked.

As of the time of writing, the Indonesian government through the Ministry of Communication and Digital Affairs (Komdigi) has not issued an official statement regarding the allegations. The IGRS site database system has also been officially repaired according to sources on Reddit from the same person. The IGRS has also been under recent scrutiny for separate issues, including unrated games receiving “unfit for distribution” labels on Steam and widespread rating errors across titles on the platform.
