Valve has officially responded after a wave of confusing and incorrect Indonesia Game Rating System (IGRS) ratings appeared on Steam for Indonesian users.
In a statement, the company confirmed that it has been working with Indonesia’s Ministry of Communication and Digital Affairs, known locally as Komdigi, for over two years. The two have been building a system that would display IGRS age ratings on Steam. The goal is to use information provided by game developers to generate ratings based on IGRS rules, giving Indonesian players a better idea of a game’s content and what age group it is intended for.
However, a technical bug combined with a miscommunication caused inaccurate and incomplete ratings to go live on the platform temporarily. Valve has since taken those ratings down to avoid further confusion and apologized for the error.

The IGRS is Indonesia’s official game rating system, first set up in 2016 by what is now called Komdigi. It sorts games into five age groups: 3+, 7+, 13+, 15+, and 18+.
When IGRS-related ratings began showing up on Steam for Indonesian accounts, a number of games were labeled “Not Fit for Distribution.” This included well-known titles like Persona 5, Yakuza: Like a Dragon, The Sims 4, and Clair Obscur: Expedition 33. The label caused confusion as it made those games appear banned or blocked in the country, with no clear explanation attached.

There were also rating inconsistencies across the board. Some games that would typically fall under all-ages or teen categories were being shown as 18+, while others had no rating at all. Part of the issue comes down to how the system works on Steam. Publishers are required to manually submit their IGRS ratings, and not all of them have local representatives in Indonesia. This means a significant number of games could remain unrated for an extended period.
The Indonesian government also stepped in and publicly clarified that the ratings appearing on Steam at the time were not officially verified IGRS classifications.
