The Japanese government has proposed new policy guidelines aimed at growing entertainment and creative industries in Japan to a worldwide audience, with a focus on anime, video games, manga, film, and music.
As reported by Otaku Soken, Japan’s Ministry of Economy, Trade and Industry (METI) presented its proposal during the 8th Entertainment and Creative Industrial Policy Seminar. The ministry outlined five key principles designed to help Japan reach its ambitious target of expanding overseas sales of domestic content to 20 trillion yen by 2033. The announcement follows an urgent appeal from the Japan Business Federation (Keidanren) last month, which requested immediate and sustained government support for the country’s content industry.

METI’s policy framework includes:
- Large-scale, long-term strategic support
- Support efforts to spread Japan-made content to the world
- No interference in the content of creative works
- Provide direct support
- Prioritize those willing to take a challenge
The third principle has drawn particular attention. METI explained that while the government will invest in intellectual properties, human resources, digital technologies, international distribution networks, and overseas fan-building efforts, it will not interfere with the creative content itself. This principle aims to reassure creators that government backing will not come with content restrictions or censorship.
The fourth principle promises greater transparency in how support is distributed. Under this approach, funding and assistance would flow more directly to content creators and distributors, reducing dependence on intermediary companies.

According to METI, past initiatives “weren’t able to expand the stock of tangible/intangible assets and raise labor productivity and wages to a satisfactory level.” The ministry expressed hope that the new policy will help “Japanese-produced content conquer the world.”
The government plans to achieve this through investments in infrastructure, talent development, and international distribution channels, while maintaining a hands-off approach to creative freedom.
