Much like how Shenhe brings Cryo teams to the top with her kit, Faruzan does the same with Anemo and she is also the only one capable of Anemo shredding at base Constellation.
Her Elemental Skill is “Wind Realm of Nasamjinin”, dealing AoE Anemo Damage and entering her into the Manifest Gale state.
Manifest Gale changes her fully Charged Shot into Hurricane Arrow that will apply Pressurized Collapse on the point of impact. After a short delay, the effect will be removed and deals AoE Anemo Damage and pulls enemies into the vortex.
Her Elemental Burst is “The Wind’s Secret Ways”, deploying a Dazzling Polyhedron that casts Whirlwind Pulse and AoE Anemo Damage.
The Dazzling Polyhedron will move along in a triangle shape and for each corner it stops at, it’ll cast another Whirlwind Pulse.
The Whirlwind Pulse decreases the Anemo RES to nearby opponents and gives bonus Anemo Damage to nearby allies.
Her first passive “Impetuous Flow” decreases the charge time for her Hurricane Arrow and reduces the Anemo RES of enemies hit by the vortex from Pressurized Collapse.
Her second passive “Lost Wisdom of the Seven Caverns” gives the Hurricane Guard to allies affected by the buff from her Elemental Burst, giving even more Anemo Damage Bonus scaling with her Base Attack.
Her Adventure Skill is the same as Cyno, giving more rewards when dispatched on a Sumeru Expedition.

Noblesse Oblige is the best choice since you would be playing Faruzan as the prime Anemo support using her kit. The multiplier on her Burst is also pretty massive for a support which complements the 2-piece bonus of Noblesse Oblige.

Emblem of Severed Fate works if you are playing Faruzan as an off-field DPS, providing support for your on-field DPS through her Burst that is now buffed from the 4-piece bonus of the set.

Mixing VV and Gladiator is for the odd choice of using Faruzan as a DPS. The bonuses from the two sets work well since you’ll be playing around her Charged Attack and Elemental Skill for Anemo Shredding.
Faruzan is solely for an Anemo focused team as she not only brings Bonus Anemo Damage but also Anemo Shredding both in her Elemental Skill and Elemental Burst.
As mentioned before, Faruzan is the Anemo support much like how Shenhe is the Cryo support. Anemo DPS like Xiao and Wanderer will benefit greatly having her in their team since she is one of the few characters with Anemo Shredding, the other being Jean which is locked behind C4.
Being an Anemo supporter means she would not be a viable option in other teams much like how Shenhe only works best in the Cryo team. Even if you use her for the Anemo Swirl, she has nothing to increase the output from the Swirl she does. Sucrose does much better at Swirls between the two.
SHOULD YOU PULL
If you are pulling for Wanderer, then it would not hurt to try harder to pull for her. Having her at C6 would be the ideal since she provides a whopping 40% Crit Damage to Anemo DPS on her Burst.
Outside of Anemo however, she is very lacking. Usually, you play support Anemo characters for their swirl but Faruzan is unreliable for that job. Her Burst follows a set path so going for a consistent Swirl with it would require you to constantly position yourself and your enemies to the position of her Burst.
If you like seeing your Xiao to deal 100k per plunge attacks however, do roll for her as she will be your prime Anemo support until another Anemo shredder comes.
