[ Guide ] Neural Cloud Tier List and Recommendations

Neural Cloud has finally arrived globally, so that means it’s time for a little tier list for reroll targets right? As it turns out, some would say that it’s hardly necessary, but we can collate some recommendations anyway for which Doll to focus on raising as you play.

GUARD

RECOMMENDATION	CLASS	NAME	STARTING RARITY	COMMENT
HIGHER	GUARD	CROQUE	3★	Given to you for free. Can draw aggro, with self-sustain in shields and own self-heal. Ultimate is so-so.
		CLOTHO	3★	Has solid defenses, can become immune, and thus hard to die. Respectable damage as well.
		EVELYN	3★	"Anti-melee". Ability to reduce enemy damage will scale better in the later game.
		MILLAU	3★	Damn good defenses and damage on offer thanks to buffs.
		PYTHON	3★	Solid self-sustain through defenses and healing. Can "blind" enemies as well.
LOWER		SOUCHUN	2★	Kit works similarly to Evelyn, which makes her more like a placeholder until then.
		YANNY	1★	Can make allies target the backline. Can be a strong starter tank, but falls off later.
		BONEE	1★	Can stack shields, works well for a tank-medic focused team.
		ZION	1★	Decent damage and defense and not much else.

SNIPER

RECOMMENDATION	CLASS	NAME	STARTING RARITY	COMMENT
HIGHER	SNIPER	CLUKAY	3★	The first anniversary limited Doll, and brings the firepower to justify it.
		HAZE	3★	Long range, solid crits, good Ultimate.
		HUBBLE	3★	AOE Sniper who will be relevant throughout, though her hybrid scaling is considered to be a weakness.
		KURANE	3★	Solid end-game unit, though would like a degree of finesse.
		KURO	3★	Another one for the end-game that would require a bit more skill.
		CHANZHI	3★	To pair up with a single-target sniper as AOE isn't great for bosses.
		SIMO	1★	Essentially works as the old-reliable.
		LAM	1★	Invest early, a lot, and win big, is the pitch. Ultimate is capable of deleting bosses.
LOWER		MAX	1★	'Bouncing' attacks with CC and True Damage, but will require investment with overall low stat growths.
		EARHEART	2★	Dependent on crit, fairly high investment to get the high critical damage and defenses.
		FRESNEL	2★	Decent for the early game and is pretty solid throughout. Her Line attack isn't always very useful though.
		OCTOGEN	2★	Best known for high AOE Ultimate damage. Otherwise, situational.
		SOCKDOLAGER	2★	Attacks can't miss. Can buff ally attack, solid AOE damage.
		URANUS	2★	Solid attack capabilities, but mostly only for swarms.

FIGHTER

RECOMMENDATION	CLASS	NAME	STARTING RARITY	COMMENT
HIGHER	FIGHTER	AKI	3★	Brings both consistent and burst damage that is useful throughout the game.
		HATSUCHIRI	3★	Backline sniper, offering great CC and AOE damage.
		NAHITA	3★	Great damage, and a tank killer.
		PHANTOM	3★	Can draw aggro, reduce enemy attack speed and solid CC. Summons are lacking, though.
		VEE	3★	Ranged attacks in a primarily melee class. Able to attack enemies with stealth/high evasion.
LOWER		CHELSEA	1★	Depends on placement and requires investment, to be incredibly strong in the right hands.
		BETTY	2★	Passives enable her to dish out good damage and has synergy with her fellow Class mates.
		FERN	1★	Solid CC, dragon summon can be incredibly potent until something can one-hit it.
		CENTAUREISSI	3★	Has high single-target damage and knockback but somewhat falls off in the later game.
		SOL	2★	Early game champion, but easily replaceable.

SPECIALIST

RECOMMENDATION	CLASS	NAME	STARTING RARITY	COMMENT
HIGHER	SPECIALIST	BANXSY	3★	Worth raising thanks to skill set and debuff application.
		HANNAH	3★	Your DPS supporter, requires some finesse.
		NORA	3★	Basically a premium buffer and debuffer.
		SUEYOI	3★	Specializes in being a boss killer.
		WILLOW	3★	Offers the "Blind" debuff and helps with the early game. Does fall off somewhat later on.
		ANGELA	2★	Permanently reduces the cooldown for allies, and vice-versa for enemies.
		RISE	2★	Can reduce damage taken. A solid unit who gets better later.
		SAKUYA	2★	Offers Bleed debuff synergy, solid option for early game, potentially slightly falling off later.
		ANTONINA	2★	Offers useful CC, but her base damage is low.
LOWER		DUSHEVNAYA	2★	Buffs can be real good, but actual use is more situational.
		ABIGAIL	1★	Has good buffs, but short range and requires better positioning.
		GROOVE	1★	Dodge is nice, but the low stats makes it not worth it.
		KSENIA	2★	Solid defense buff, works well for Medic and Tank comps.
		MAI	1★	The budget Willow.

MEDIC

RECOMMENDATION	CLASS	NAME	STARTING RARITY	COMMENT
HIGHER	MEDIC	DELACEY	3★	All-round healer, buffs.
		FLORENCE	3★	Buffs attack and provides damage reduction, especially useful for later game.
		GIN	3★	High AOE heal, especially suited for enemies dealing damage over time.
		HELIX	3★	Heals are focused on the lowest HP character so can be relatively situational. Ultimate is where it's at.
		NANAKA	3★	AOE healer, good buff, ultimate can prevent ally deaths.
		PERSICARIA	2★	Available for free, with the upgrade mats to boot.
		JESSIE	1★	Clears debuffs, buffs, heals but requires high investment to get there.
LOWER		IMHOTEP	2★	Decent AOE heal, but needs to be closer to allies.
		PANAKEIA	2★	A touch too RNG.
		CHOCO	1★	Can be helpful for the early game, but can't keep up.

As with most gacha games, do use this Neural Cloud tier list more as a reference than a one-size-fits-all. Thanks to things such as the Algorithms and Function Card combinations, it’s entirely possible for a lower-rarity character to pull their weight.
