Firaxis has shared an exciting update for Sid Meier’s Civilization VII. New features and content will expand naval gameplay and civ variety. At the same time, patch 1.3.0 launches next week. Meanwhile, the sea-themed Content Collection, Tides of Power, adds fresh leaders and civilizations.
1.3.0 Brings Naval Updates and Strategic Balance
The 1.3.0 update, launching the week of November 3, focuses on naval improvements. In addition, players can expect a new building, the Harbor, and a new naval unit, the Privateer, which enhance exploration, combat, and economic raiding.

Harbors now serve as spawn points for naval units, similar to Barracks for land units. Meanwhile, the Privateer unlocks in the Exploration Age and excels at raiding trade routes, attacking non-allied units, and earning Gold from defeated enemies. Its speed and versatility make it ideal for tactical naval warfare.

New resources include Crabs, Turtles, Cowrie, and the land-based Pitch. Additionally, new terrain types, like Atolls in the Deep Ocean and Lotus in lakes, add strategic variety. Ocean tiles are now workable in the Modern Age, which means Hawaii can benefit from coastal starts earlier.

Naval combat has been reworked. Specifically, Light Units move faster and can flank enemies, while Heavy Units are slower but possess strong ranged attacks. As a result, maritime strategy becomes deeper and more tactical.
Tides of Power: New Leaders and Civilizations
The Tides of Power Content Collection launches alongside 1.3.0. First, part one arrives November 4, introducing leader Edward Teach and civilizations Tonga and the Republic of Pirates.

Then, part two releases in December with Sayyida al Hurra, Ottomans, and Iceland. Civilization VII players can claim Tides of Power for free from November 4, 2025, to January 5, 2026. Across all platforms, the collection is available during this period.
Firaxis Feature Workshop and Long-Term Plans
Creative Director Ed Beach teased major upcoming changes. For example, Firaxis is testing adjustments to Legacy Paths and Victories to add new ways to achieve success. Additionally, players may guide a single civilization continuously through the ages.

The Firaxis Feature Workshop allows select community members to test these features. Here, participants can provide feedback and help shape the final design. Details will be shared on Discord and Steam.
