The reroll priority focuses on the viability of the characters as frontline units of which you’ll be fielding four, over the “special” backline which you’ll only need two of. There are other factors that can affect a character’s performance – terrain for one – so these are meant to be general use.

HIBIKI	S	ATTACKER	AOE damage, good for taking out low health enemies. Best for groups.
MASHIRO	S	ATTACKER	Low cost skill, packs AOE damage capabilities.
HARUNA	A	ATTACKER	Brings a relatively rare damage type with Mystic. Piercing attack is also more unique.
HIFUMI	A	SUPPORTER	Skill draws aggro and deals damage. Can quickly get off cooldown.
IORI	A	ATTACKER	Unique attack range. Works best in areas with less cover.
SHIROKO	A	ATTACKER	Low cost, easy to use skills. May be harder to utilize in later stages.
SUMIRE	A	ATTACKER	Low cost skill, powerful when timed correctly. Durable.
SHUN	A	ATTACKER	Can shine better in PVP due to fast skill activation. Self-buffs only.
IZUMI	B	ATTACKER	While easy to maintain high HP for buffs, the modifier is not significant enough.
MAKI	B	ATTACKER	Would be best suited for stages with fewer enemies, e.g. bosses.
NERU	B	ATTACKER	Low durability. "Anger" buffs can be hard to manage or use effectively.
SAYA	B	ATTACKER	Great with enemy groups. Leans more on damage over time, so may be unsatisfactory for earlier game.
HOSHINO	B	TANK	Low cost damage skill along with self-shield. However, for reroll purposes, a tank would be less useful.
TSURUGI	B	ATTACKER	Suited for large quantities of small enemies for efficiency. Durability not guaranteed due to on-kill requirement.
EIMI	B	TANK	Will most likely survive most, if not all, attacks. However, for reroll purposes, a tank would be less useful.

To stress, this Blue Archive tier list is focused on reroll value at launch, prioritizing ease of use and damage to get you through the early stages. When it comes to tanks, there are lower rarity characters who would be easier to raise to start the game with, without needing to get a high-rarity one until you actually reach the later content you’ll need them in.

By no means the lower ranking students are bad at what they do, and in a game like this, you should definitely play for your fave. Some of the girls listed here may not be available on launch, but should be coming soon after, so you can still use this list early in the game’s life.
