MU Archangel, the mobile MMORPG from South Korean developer Webzen, has recently sparked controversy after hidden gacha mechanics misled players. Thousands of users spent money believing they could obtain rare items immediately, but the game concealed minimum pull requirements.
This incident triggered regulatory action and highlighted growing concerns about transparency in mobile gaming. The game is available on both iOS and Android, making it accessible to a wide audience across the mobile market.
Hidden Gacha Mechanics Misled Players
Korea’s Fair Trade Commission (KFTC) discovered that Webzen sold three types of gacha draw tickets with undisclosed minimum pull requirements. Rare items could not appear until players completed between 50 and 149 draws, essentially reversing the standard pity system. Players assumed they had a chance of obtaining rare items from the first pull, which led many to spend money unnecessarily.

The issue first surfaced in March 2024, prompting Webzen to apologize and offer partial refunds. Despite these efforts, only 860 of the 20,226 affected users actually received compensation, leaving the majority of players dissatisfied and questioning the company’s transparency.
Corrective Orders and Fines Imposed
On November 30, KFTC issued a corrective order requiring Webzen to implement preventive measures and report progress on future compliance. In addition, the regulator fined the company 158 million won, approximately $107,000 USD or RM476,000.

Some industry experts criticized the penalty as modest compared to Webzen’s revenue, suggesting that larger fines might better deter similar practices in the future. Nevertheless, the case establishes a clear precedent, demonstrating that regulators are closely monitoring deceptive monetization strategies in mobile games and holding developers accountable.
Impact on the Broader Gaming Industry
Webzen is not alone in facing scrutiny. Between April and June 2025, KFTC investigated Krafton, Gravity, WeMade, and Com2uS for similar gacha violations. These actions highlight that developers must maintain transparency and fairness to protect player trust. Ethical monetization not only prevents regulatory action but also strengthens long-term engagement and brand reputation.
