Villion: Code takes place in a near-future university town built on a floating island in Tokyo Bay. Players will explore an environment where students and teachers have transformed into monsters.
The game features procedurally generated dungeons with a unique design. These dungeons are shaped like tubes without ceilings, enabling players to move in 360 degrees in all directions, a design approach similar to the classic arcade game Gyruss. Combat will use a “real-time speed action” system.

The project brings together several notable names from Japanese RPG history:
- Project Producer: Kouji Okada (ATLUS co-founder, Megami Tensei and Persona series co-creator)
- Scenario Writer: Tadashi Satomi (writer for Persona: Revelations and Persona 2: Innocent Sin/Eternal Punishment)
- Composer: Tsukasa Masuko (composer for Megami Tensei, Megami Tensei II, Shin Megami Tensei, Shin Megami Tensei II, and others)
- Character Designer: Ilya Kuvshinov
- Theme Song: FRAM
The voice cast includes Kengo Kawanishi, Aimi, Shunsuke Takeuchi, Atsushi Tamaru, Aoi Nagatsuki, and Asami Shimoda.
