The summer heat doesn’t stop with Mary, as Neon : Blue Ocean will be the upcoming unit to wash up in Goddess of Victory: Nikke.

Neon: Blue Ocean is a limited-time Nikke, which means that she won’t be featured in any other banners or shop once her recruitment period ends.

Neon: Blue Ocean is a Water Code, Burst III, SSR Attacker class Nikke with a Minigun. Do note that this guide will be first impressions on the newly released Nikke, and her overall performances and usability might differ over time.

Skill Kit (Values based on Skill Level 10)

With 2 Passives and only 1 Active, Summer Neon would be a great pick-up for players who focuses on auto-combat.

Her Skill 1 – Upper Wave, is a Passive that activates when using her Burst Skill, and it will only affect herself.

• Once – Parts Damage increases 12.4% for 20 sec.
• Twice – Parts Damage increases by 12.4% for 20 sec.
• Three times – Parts Damage increases by 12.4% for 20 sec.

Summer Neon’s Skill 2 – Water Jet is also a Passive which activates when entering Burst Stage 3. Much like her Skill 1, this Passive will only affect herself.

• Once: Damage as strong element increases by 20.56% for 10 sec.
• Twice: Damage as strong element increases 20.2% for 10 sec.
• Three times: Damage as strong element increases 20.2% for 10 sec.

Lastly, her Burst Skill – Full Hydro Shot is an Active that lasts for 7 seconds. Once activated, it changes the weapon in use and deals damage based on the 11% of her final ATK. Her Burst Skill also has an additional effect that activates when the target is with a Fire Code, where Summer Neon deals 11% of final ATK as additional damage.

Similar to Mary: Bay Goddess, Neon : Blue Ocean is hard to justify spending your resources on, as she’s only at her best two conditions – the first being that enemies that have breakable parts, and second is you’re facing against enemies that are weak to Water.

Her Skill 1 is only good for certain enemies that have breakable parts to make use of the skill’s full effects. Additionally, Summer Neon’s Skill 2 – Water Jet only shines when dealing with Fire Code enemies, further making her a niche unit to use.

Much like her second skill, Summer Neon’s Burst Skill will only get its full potential when facing off against Fire Code enemies, since it’ll trigger its additional effect that essentially doubles the damage. But again, that will only trigger when dealing with enemies that Summer Neon is strong against.

However, when the stars align and you just so happen to bring Neon: Blue Ocean in boss fights such as Nihilister or Blacksmith, her damage output scales pretty well with the combination of her fully kit.

All in all, Summer Neon can be a very solid DPS only under specific situations. She could be worth picking up if you’re planning on running a full Water Code team with Mary: Bay Goddess, since she’s really good at supporting other Water units. From a collector’s standpoint, she’s ultimately a limited-unit and won’t be available anytime soon once her recruitment period is over.

While I personally don’t recommend pulling for her, if she’s a character that you like and find her personality fun, by all means just go for it.
