JP UNIVERSE Partners with Saudi Arabia’s Ministry of Investment to Establish SA GAMES Inc.

JP UNIVERSE, led by Final Fantasy XV director Hajime Tabata, has partnered with Saudi Arabia’s Ministry of Investment (MISA) to create SA GAMES Inc. in Riyadh.

Partnership Signed at Japan-Saudi EXPO Investment Forum

The agreement was signed on September 24 at the Japan-Saudi EXPO Investment Forum during Expo 2025 Osaka-Kansai. It marks a major step in Saudi Arabia’s push to grow its creative industries under the Vision 2030 plan.

Through this partnership, JP UNIVERSE and MISA will position Saudi Arabia as a game development hub for the Middle East, North Africa, and beyond. Together, they will promote AAA game projects, talent training, and industry growth.

Establishing SA GAMES Inc. in Riyadh

As part of the deal, JP UNIVERSE will launch SA GAMES Inc. in Riyadh. Hajime Tabata will lead the studio as representative director. He will oversee the creation of original games inspired by Saudi Arabian culture.

In addition, the studio will support local projects that make use of Japanese intellectual property. With this, JP UNIVERSE aims to strengthen cultural exchange while advancing Saudi Arabia’s game industry.

A Flagship Model for Vision 2030

The project aligns with Saudi Arabia’s Vision 2030, a national strategy to diversify the economy and grow creative fields. By investing in games, the country hopes to reduce oil dependency and expand its cultural reach.

This partnership will serve as a flagship model for entertainment and technology development. It was also made possible with support from Japan’s Ministry of Economy, Trade and Industry (METI), JETRO, the Japan Cooperation Center for the Middle East (JCCME), and the International Game Developers Association.

JP UNIVERSE’s Expanding Ambitions

Founded by Hajime Tabata after his departure from Square Enix, JP UNIVERSE continues to grow globally. In 2023, the company launched “Own World,” a platform for fictional space services. Later, in July 2025, it introduced “Ryugukoku,” a user-generated content RPG platform.
