Valve has updated its Steam publishing guidelines with a new clause aimed at aligning content with the standards set by payment processors, banks, and card networks. This change appears to target adult-only games, particularly those that may conflict with financial regulations.
New Rule Targets Adult-Only Content on Steam

Valve’s Steamworks Documentation now lists a 15th clause in the “What You Shouldn’t Publish on Steam” section. It states:
- Content that may violate the rules and standards set forth by Steam’s payment processors and related card networks and banks, or internet network providers. In particular, certain kinds of adult-only content.
Previously, the list included 14 clauses banning hate speech, malware, real-person sexual content, and child exploitation. Now, this new clause suggests that Steam must also comply with third-party financial restrictions, especially when it comes to sensitive or explicit content.
Dozens of Games Already Removed From Steam
Shortly after the rule went live, SteamDB reported that dozens of titles had been removed from the store. This occurred within just 16 hours of the update on July 15, 2025.
Most of the removed games were labeled as “sex simulators,” often including controversial keywords such as “incest” or “slavery.” Some removals, like the takedown of Trails of Innocence, an investigation game inspired by Ace Attorney, were more surprising and may have been unrelated.
Why the New Rule Matters
Steam is not alone in facing these challenges. In Japan, several video game and manga platforms lost support for credit card payments after violating undisclosed rules from payment processors. In extreme cases, such as with Manga Library Z, platforms were forced to shut down entirely.
Valve appears to be taking precautionary steps to avoid similar issues on Steam. However, since payment processor guidelines are often unclear and unpublished, developers may have to second-guess what content is acceptable moving forward.
What This Means for Developers
This update leaves many developers uncertain. Without a transparent list of restricted content, some may face surprise removals or monetization problems.
To stay compliant, publishers should carefully review any game involving adult themes or sexual content. Steam’s growing global audience and reliance on payment services make these regulations more important than ever.
