Speculation no more, the launch date for the global version of Dragon Quest TACT has been confirmed for 27 January! As the official Twitter account states:

Your #DQTact adventure arrives Jan. 27, 2021 to your mobile device! Please note that game service start time may vary due to server maintenance. We will ensure that everyone is notified once game service officially begins! We can’t wait to begin a new #DragonQuest adventure!

Pre-registrations remain open, and for those who do, you’ll be able to obtain a King Slime once the game launches.
