The Digimon Card Game has since been released in Japan on 24 April 2020, and a companion app has been launched to go with it. It comes with a Tutorial mode and “Free Battle” mode that you can play around with as well. It comes with the three starter decks to try out.
Unfortunately, while having a digital companion app for the physical Digimon Card Game is nice, it is still only available in Japanese at present. We don’t know when the TCG will be localized and available world wide, but you can at least try out the digital edition through the app before you consider committing.

The above blurb is from the English website for the card game, which would give us hope the localization will be coming at some point. A booster pack, dubbed NEW EVOLUTION, will be made available on 15 May. We’ll see if the cards will be added to the companion app soon after, too.
